Ogden Valley City is looking for a volunteer to step into the role of City Treasurer. Kay Larrison has served the city since its early startup days, working closely with the contracted CPA firm of K & C Accounting out of Bountiful. Her prior experience as treasurer for the town of Huntsville helped get OVC’s financial operations off the ground quickly. Kay is stepping back from the role but remains happy to help any volunteer who steps in.
Position: Volunteer City Treasurer
Time Commitment: Approximately 2–5 hours per week
Pay: None

What Does the City Treasurer Do?
The treasurer handles four core duties under Utah state law — none of them complicated, and all of them trainable:
Who You’ll Work With
The treasurer works alongside our volunteer city clerk. While the treasurer handles incoming funds, the clerk handles the other side of the ledger. Under Utah law, the clerk maintains the general books for each fund of the city, pre-audits all claims and demands against the city before they are approved, and prepares the checks for payment. In short, the treasurer brings money in and keeps it safe; the clerk tracks expenditures and keeps the books. Together, they keep OVC’s finances running, supported by our contracted CPA firm, K & C Accounting.
No Experience with Government Accounting? No Problem.
The city uses Caselle, a widely used municipal accounting platform. We will train you. What matters most is reliability, attention to detail, and a desire to serve your community.

What Does the City Treasurer Do?

- Keep the city’s money safe. The treasurer is the custodian of all city funds, bonds, and securities.
- Track every dollar that comes in. The treasurer receives all payments to the city — taxes, licenses, fines — and keeps a detailed account of each one, issuing a receipt for every payment received. Nearly all payments are online, which streamlines this task.
- Deposit funds promptly and keep them separate. All city funds must be deposited into city bank accounts right away. Mixing city money with personal funds is prohibited by law.
- Make sure restricted money stays restricted. Any money collected for a specific purpose — such as a special assessment — must be used only for that purpose.
