Ogden Valley City Council Announces New Planning Commission

Ogden Valley City is excited to announce the appointment of its very first Planning Commission—a crucial milestone in shaping the Valley’s future through thoughtful, long-term planning and land‑use decisions. To ensure stability and continuity, the City Council assigned staggered two‑ and four-year terms by random selection, a common practice among Utah’s planning bodies. This approach guarantees steady leadership and preserves valuable institutional knowledge as the Commission begins its important work.

The inaugural Planning Commission members are:

  • Lisa Arbogast – 4‑year term​
  • Fred Blickle – 4‑year term​
  • Angela Dean – 4‑year term​
  • Tyson Lloyd – 4‑year term​
  • Jim Morgan – 2‑year term​
  • Erin Shaffer – 2‑year term​
  • Terri Zenger – 2‑year term

Interest in serving was strong, with twenty‑seven residents submitting applications by the October deadline. Following the November elections, the mayor and council carefully reviewed all applications and conducted online interviews, meeting several times to select the best candidates.

“We were thrilled by the incredible talent and dedication shown by all applicants,” said Mayor Wampler. “Choosing the final members was a tough decision, but we’re confident that this Commission will be fair, firm, and focused on upholding the new city ordinances.”

To prepare the new Commission for its vital role, the City Council hosted an orientation on Friday, December 5. Commissioners received a comprehensive guidebook by Craig M. Call—one of Utah’s top land‑use experts and a longtime Valley resident. His book, Ground Rules: Your Handbook to Utah Land Use Regulation, provides a clear and accessible overview of Utah’s land‑use system. Commissioners were also encouraged to watch a land-use presentation by attorney Nicole Cottle, part of the 2024 incorporation lecture series, and to begin additional training through the Utah League of Cities and Towns.

The Planning Commission steps into its role at a pivotal moment. On its first day, Ogden Valley City adopted a temporary land-use moratorium to allow time to develop the city’s foundational planning documents: the general plan, land-use code, and zoning map. The Commission will play a central role in preparing these materials, reviewing them in public meetings, and forwarding recommendations to the City Council.

The Commission’s first meeting is scheduled for Tuesday, January 27, at 6 PM at the Huntsville Town Hall. The meeting is open to the public and will be hosted by City Council Members Chad Booth and Peggy Dooling-Baker, who oversee land‑use planning.

The work ahead is substantial, but the new Commissioners are energized and ready to serve. Their dedication will help shape the Valley’s future, ensuring growth aligns with the community’s values, character, and long‑term vision.
