Pineview Access Improvements, Parking Closures, and a Reminder to Park Legally
By Mayor Janet Wampler - 11 April 2026 As spring turns toward summer and recreational activity increases in Ogden Valley, I want to take a moment to share important information about parking closures and access changes around Pineview Reservoir, and to ask for your cooperation during what will be a multiyear construction period. Construction has begun at the Port Boat Ramp and the Pineview Trailhead area, commonly known as Windsurfer Beach, along the western shore of Pineview Reservoir. This project is being undertaken to improve visitor experiences and, most importantly, to provide safer access to our recreation sites for years to come. While these improvements are necessary and long overdue, I fully recognize that they will create real inconveniences for residents and visitors alike. For public safety, the entire project area at the Port Boat Ramp and Pineview Trailhead is closed during construction, which is expected to continue through 2026. No public access is allowed in this area at any time while work is underway. Portions of the Pineview West Trail are also closed, and trail users should plan accordingly. The Anderson Cove boat ramp remains open; however, parking is limited. During peak summer weekends, this area is likely to fill quickly, and I encourage everyone to plan ahead, carpool when possible, and consider alternative recreation times or locations if parking is unavailable. I want to be very clear about one additional issue that tends to arise during busy summer months: illegal parking. I understand the frustration that can come with full parking lots and reduced access points. However, parking along road shoulders, in no‑parking zones, or in areas that block emergency access creates serious safety hazards and cannot continue. Ogden Valley City does enforce its adopted parking code, and fines during the summer season are significant. From May 15 through September 15 of each year, enhanced parking fines apply on any highway or road where Ogden Valley City has parking enforcement authority within one‑quarter mile of Pineview Reservoir’s high-water mark. Under the adopted code:
Outside of the May 15 to September 15 window, or in locations not covered by the reservoir‑specific enforcement area, parking violations carry a fine of $50 if paid or contested within 14 days, increasing to $100 if unpaid. These fines are not intended to be punitive; they exist to protect public safety, preserve access for emergency vehicles, and ensure our roadways remain passable for everyone. Enforcement will continue throughout the summer, and I strongly encourage everyone to avoid putting themselves in the position of receiving a costly citation. I appreciate the patience and understanding our community has consistently shown as Ogden Valley continues to grow and as infrastructure is improved to meet that growth. These temporary closures and inconveniences are part of a long‑term investment in the safety, accessibility, and enjoyment of Pineview Reservoir.
