Heads Up: STR Owners Prepare for Licensing Season Now!
By Ogden Valley Communications Team - 25 September 2026
Ogden Valley City is bringing short-term rental licensing completely in-house starting this fall. If you own a rental property — whether you manage it yourself, work with a property manager, or list it on Airbnb or VRBO — here is what you need to do and when.
Step 1: Verify Your State Sales Tax License (By Oct. 15)
This is the most critical action to take right now. Data for prior years obtained from Weber County indicates inconsistent or incomplete registrations for State Sales Tax Licenses. This is an important first step for all STR owners and operators.
To check your Sales Tax License, just log in to the Utah Taxpayer Access Point (TAP) at tap.tax.utah.gov and verify two types of taxes that must be collected: (1) Sales and Use Tax and (2) Transient Room Tax. This requires two separate entries on the forms.
Equally important, your property location must be listed as "Ogden Valley City, Utah" — not Unincorporated Weber County. This ensures local lodging taxes go to OVC, not the county.
If any of this data is wrong on your existing account, submit a Form TC-69 amendment immediately. The state needs three to four weeks to process it.
If you have questions about the sales tax license, the Utah State Tax Commission has a guide to Sales and Use Tax (Publication 25), or they can be contacted by calling 801-297-2200 or 800-662-4335.
Critical: STR property owners are personally responsible for this — even if you use a property manager or listing service!
Step 2: Renew Your License Online (Nov. 1 – Jan. 31, 2027)
On November 1, Ogden Valley City will launch a new online licensing portal called City Inspect. Your old county license expires December 31. There is a grace period through January 31, 2027, but earlier renewals are encouraged. Late renewals face a 25 percent late fee starting February 1.
To renew, you will select the Business/STR License option and upload requested information, including your verified state sales tax ID and updated “Responsible Agent” available 24/7. New licensees may face additional requirements, including an off-street parking layout, emergency evacuation floor plan, and other items that will be specified on City Inspect. Also, licenses for occupancy of over 10 persons face additional requirements.
Step 3: Post Required Notices
Inside your rental, you will need to post a notice near the main entrance that includes:
Outside, the property needs to display your street address and emergency phone number.
Important: Commercial events—weddings, corporate retreats, or ticketed parties—are not allowed for residential STRs. Street parking is also prohibited.
Step 4: Know the Penalties
Operating without an active license or failing to demonstrate tax compliance makes an owner ineligible for annual license renewal and exposes the property to strict administrative and legal enforcement under city code.
Unlicensed operation carries civil or Class B misdemeanor criminal fines of up to $1,000 per day for each day the violation continues. The city also can issue immediate stop-use and cease-and-desist orders.
Most significantly, license revocation results in a mandatory two-year ban during which both the property and owner are legally ineligible to apply for or receive a new short-term rental license in Ogden Valley City.
