Brenda Grow Appointed Unanimously as OVC City Treasurer Under New Resolution

Brenda Grow of Huntsville is Ogden Valley City's new Treasurer. The City Council voted unanimously on Aug. 18 to approve Resolution 2026-48, appointing the longtime resident with the council's advice and consent — filling this critical role formerly held by Kay Larrision.

 Mayor Janet Wampler and the council praised Larrison’s work laying the groundwork for the city's financial operations, calling her effort to set up its financial structures, accounting systems, and bank accounts during OVC's first months an “extraordinary job.”

As treasurer, Grow takes on a substantial set of statutory duties under the Utah Uniform Municipal Fiscal Procedures Act and general municipal law. She will be responsible for maintaining custody of all municipal funds and public revenues, ensuring transparent recordkeeping of city financial transactions, receiving and depositing all cash, taxes and other revenue, signing checks, warrants and drafts on the city's behalf, and investing municipal funds in compliance with the Utah Money Management Act.

Grow brings deep financial and municipal experience to the role. She previously served as treasurer for North Ogden City, where she worked extensively with Caselle, the municipal financial software OVC uses. She has also spent 20 years with the Huntsville Irrigation Company, held accounting and finance positions at Granite Construction, and currently teaches special education at Nuames charter school.

Grow is taking the position on a volunteer basis, continuing a pattern the city has leaned heavily during its transition — skilled residents stepping into key roles without pay. The council said it hopes to eventually move roles like this one to a stipend, contract pay or other compensation as the city works toward long-term financial sustainability.
