Ogden Valley City Adopts a Strong Ethics Code to Promote Transparency and Accountability

Ogden Valley City has adopted its first municipal ethics code—built during the transition period by community volunteers, refined with outside legal counsel, and finalized as the officers‑elect prepared for the City’s launch. From the start, residents made it clear that high ethical standards should be a defining feature of the new city, and this ordinance reflects that commitment.
While Utah’s Municipal Officers and Employees Ethics Act sets the baseline, Ogden Valley chose to go further. The ordinance explicitly states that state law is the minimum and that the City’s stricter rules will control. These include:
With the code now in place, officers have submitted their disclosure forms, and others serving in various roles with the City will do the same. This new framework sets a strong foundation for public trust and reflects Ogden Valley’s commitment to integrity from day one.

- Broader coverage. The code applies not only to elected and appointed officers but also to volunteers serving in certain positions of influence or responsibility.
- Higher expectations for conduct. Officials must represent the City professionally, avoid derogatory language, and maintain respectful interactions.
- A stronger recusal process. Instead of allowing individuals to decide whether they should exclude themselves from a vote due to a conflict, recusal decisions are made independently and objectively—initially by the City Council—and documented in writing.
- More detailed disclosure rules. Officials and others affiliated with the City must file sworn conflict‑of‑interest disclosures when campaigning, upon taking office, annually, and whenever new conflicts arise.
- Clearer prohibitions. The ordinance includes explicit rules on nepotism, misuse of office, and the avoidance of even the appearance of impropriety.
