A New Chapter: Ogden Valley Officially Becomes Utah’s Newest City

​History was etched into the bedrock of the Wasatch Range this week as Ogden Valley officially transitioned from an unincorporated area of Weber County to a self-governing municipality.

On Friday, January 2, 2026, the Utah Lieutenant Governor’s office issued the formal Certificate of Incorporation. This milestone grants the community the power of local decision-making and marks the culmination of an arduous, multi-year grassroots campaign. According to city officials, self-governance will allow the Valley to create solutions specifically tailored to its unique needs.

A Journey Decades in the Making

The road to incorporation began over 25 years ago in 2000 with the formation of the GEM Committee, led by Kim Wheatley. The push for cityhood was originally suggested by a Weber County Commissioner during those early community meetings.

The movement gained modern momentum in 2021 when the "Ogden Valley Advocate" email distribution list was created to keep the 2,500 residents informed of county-level issues. By late 2021, Nick Dahlkamp took the lead in the formal incorporation effort. Between 2023 and 2024, a volunteer force mobilized to gather the signatures necessary to place the question on the ballot. Despite legislative attempts in Salt Lake City to block the effort, the measure passed in November 2024 with over 64% voter approval.

Leadership Takes the Helm

The transition to a formal government was solidified during two swearing-in ceremonies held late last year:

  • Mayor Janet Wampler and Councilmembers Tia Shaw (Dist. 1), Peggy Dooling-Baker (Dist. 2), and Chad Booth (Dist. 4) took their oaths on November 18 at the Hearthside Events Center.
  • Councilmembers Kay Hoogland (Dist. 3) and Don Hickman (Dist. 5) were sworn in on November 24 at the Historic Monastery Farm in Huntsville.
Both ceremonies were officiated by Weber County Auditor/Clerk Ricky Hatch and were characterized by high community attendance.

Collaborative Transition

While the push for independence was born out of a desire for local control, the transition team highlighted the significant cooperation of Weber County staff. Departments including Planning, Community Development, Legal, and IT were instrumental in providing the necessary data and maps required to establish the new city boundaries.

Special credit was also given to Sen. John Johnson and Rep. Jason Kyle, whose support in the Utah State Legislature helped ensure the incorporation effort was not blocked by proposed bills in 2024.

Looking Ahead

The new city government is moving forward immediately with a robust schedule of public meetings set for the coming week. Officials are inviting all residents to get involved, share ideas, and participate in building the new municipality through teamwork and community collaboration.
