By Representative Jason Kyle - 10 February 2026 Editor's Note: The following update is adapted from Representative Jason Kyle’s weekly legislative newsletter to constituents of House District 8. SALT LAKE CITY – As the third week of the 2026 General Legislative Session concludes, the 45-day calendar continues to move quickly. Legislative efforts are currently focused on crafting a balanced budget, debating policy, and passing legislation aimed at maintaining the state's standing. Representative Jason Kyle remains focused on principles of fiscal responsibility, government accountability, and community stability. Throughout the remainder of the session, constituents are invited to stay connected to the process by following daily calendars, committee meetings, and live-streamed debates at le.utah.gov. Update on Local Sponsored Legislation: H.B. 47 Significant progress was made this week on H.B. 47 (Vehicle Registration and Insurance Amendments), a bill sponsored by Representative Kyle. The legislation has moved closer to becoming law after passing through both the Senate’s Second and Third Reading Calendars. The bill is designed to remove financial burdens on Utahns by eliminating the requirement that all registered vehicles carry liability insurance, regardless of whether the vehicle is actively driven. Budget and Appropriations Progress Next week marks the final week for appropriations committees to conduct their work. These committees are preparing to provide their final recommendations to the Executive Appropriations Committee. The stated focus of these efforts is to maintain a lean and accountable government while prioritizing Utah families. Water for the Great Salt Lake Concrete steps were taken this month to address the health of the Great Salt Lake. The state has moved to acquire the US Magnesium plant along with its associated water rights. This acquisition is expected to secure over 100,000 acre-feet of water annually for the lake. This long-term measure is intended to strengthen the lake’s health while preserving its economic and recreational value for future generations.
