2026 General Session of the 67th Legislature – Week 2

SALT LAKE CITY – The second week of the 2026 General Legislative Session concluded with further progress on conservative solutions aimed at strengthening the state's future. Efforts centered on maintaining reliable and affordable power, enhancing election security, and advancing measures to keep Utah affordable for current and future generations.

The focus remains on supporting families, protecting liberty, and promoting a thriving economy. Constituents interested in following the process can watch live sessions and view daily agendas at le.utah.gov.

Local Sponsored Legislation
Progress was made this week on two bills sponsored by Representative Jason Kyle. H.B. 47 (Vehicle Registration and Insurance Amendments), which passed the House last week, has moved to the Senate’s Second Reading Calendar after receiving a favorable recommendation from the Senate Revenue and Taxation Committee. The bill proposes removing the requirement for liability insurance on registered vehicles that are not actively driven, such as those used seasonally.

Additionally, H.B. 300 moved through the House Revenue and Taxation committee and is awaiting consideration by the full House of Representatives. This bill addresses the "hold-harmless" length of time regarding state money for school districts when local levies are reduced due to property value changes, extending that period from one year to five years.

Putting Utah Students First
Higher education was a focal point this week as legislative leadership and Governor Cox joined state higher education leaders to sign a joint resolution. This resolution reaffirms a commitment to student success, academic excellence, and public accountability, with the goal of ensuring graduates are prepared for the workforce while keeping higher education affordable and accessible.

Strengthening Election Security
The Legislature is advancing H.B. 209 (Voting Amendments), which introduces new election integrity measures. The bill establishes a clear process for election officials to verify citizenship and ensure voter rolls do not include ineligible individuals, including non-citizens. These steps are intended to strengthen public confidence in the electoral process while maintaining participation for eligible voters.

Supporting First Responders
Action was taken to restore legal protections for first responders through H.B. 79. This legislation clarifies that emergency personnel—including firefighters, law enforcement, and EMTs—are protected from lawsuits when acting in good faith during emergencies or medical care. The bill serves as a response to a recent Utah Supreme Court ruling and is intended to allow responders to focus on public safety without the threat of legal second-guessing.
